Vocational training for employment in Spain: grant advances increased to 80%

From 8 July 2026, beneficiaries of vocational training grants in Spain may receive up to 80% of the approved amount in advance.

Since 8 July 2026, entities benefiting from grants for training for employment may receive up to 80% of the amount awarded in advance.

Spanish Order TES/679/2026 modifies the payment system for these grants so that entities have access to a larger part of the funding from the start of the training activity.

However, grant award procedures initiated before 8 July 2026 will continue to be governed by the previous regulations. Below, we explain what changes, when the remaining amount is paid and which entities are affected.

What changes in the funding of training activities?

Until now, entities operating in Spain benefiting from grants for training for employment could receive a first advance payment of up to 25% before starting the activity. Once the training had begun, they could access a second payment of up to 60% of the grant awarded.

In other words, they had to wait until the programme was completed and justified to receive the remaining 40%.

Under the new regulation, they may receive an advance payment of up to 80% when they communicate the start date of the training activity.

This start may correspond to the beginning of the first course or training group. It may also include certain actions needed to launch the training, depending on the conditions of each call. In addition, entities will not have to provide guarantees to receive the advance payment.

In any case, the 80% advance payment is a maximum limit. Its specific application will depend on what each grant call establishes.

When will the remaining amount be paid?

The remaining amount, meaning at least 20% of the grant, will be paid once the training activity has been completed and the entity has submitted the necessary documentation to justify it.

The Administration will have a maximum period of twelve months from the submission of the final justification to make this payment.

This period will be reduced to six months when the grant is managed through a module-based system. In these cases, the grant is calculated based on previously established amounts, rather than by justifying each programme expense individually.

To avoid issues in this process, the beneficiary entity must keep the documentation related to the training and prove that the grant has been correctly allocated to the approved activity.

Which entities are affected by this measure?

The modification affects entities that receive public grants to develop training programmes aimed at employed or unemployed workers.

The entities that may benefit include:

  • Training centres and training entities.
  • Business organisations.
  • Other organisations that participate in public calls for training for employment.

Therefore, the measure does not generally affect every course organised by a company.

Nor should it be confused with subsidised training that companies provide to their employees using their training credits. The new regulation focuses on programmes financed through public grants.

Lower financial burden for training entities

The possibility of receiving up to 80% of the grant at the start will allow entities to deal more easily with the initial expenses of the programme.

As a result, they will need to advance fewer own resources to hire teaching staff, prepare materials, reserve spaces or obtain the resources needed to deliver the training.

However, the increase in the advance payment does not reduce control and justification obligations. Entities must continue to comply with the conditions of the call, carry out the approved training activities and correctly prove the use of the funds received.

For this reason, before starting a training for employment programme, it is advisable to review the payment conditions, the requirements for communicating the start of the activity and the documentation that must be submitted afterwards.
